Ubuntu 20.04 - cc_final_message.py

Fresh and clean Ubuntu 20.04 Install stopped after first boot with the following Message:

cloud-init [1781]: YYYY-MM-DD HH:MM:SS,182 - cc_final_message.py[WARNING]: Used fallback datasource

After another restart i am abled to login and run:

``` sudo touch /etc/cloud/cloud-init.disabled ``
